I'm having issues with OR 7.1 where there are some unusual behavior with shadows. On the east side of the imperial city I noticed when I panned the camera there were large shadows that moved across the land in the distance (like they were from clouds). They were only visible on the grass/scrubs and void on the bare ground (only darkens the grass and not the bare ground... if that makes sense). When I disable 'ShadowMode' they were gone (but so is all the shadows). This weird shadow anomalies are not present in OR 6.5.
I also noticed that the grass in 7.1 doesn't gradually fade in like it does on vanilla oblivion or 6.5.
I'm playing on a clean install of oblivion with just OR 7.1 enabled (with OBSE).
AMD CPU with NVIDIA 1080 GPU.
Any one else experienced/noticed these things and/or know a way to fix them?
I'll continue to use 6.5 for now until things get sorted.

I am having the same problem, disabling and re-enabling the grass multiple times through the console command (tg) solves the issue for a while. Regarding the fading in I think it's normal, I mean, it also appears that way on my system.
It's almost like there are tree shadows that get brunt into the screen, and as you look around they move across the ground.
When you say that disabling and re-enabling the grass multiple times through the console command, are you referring to the 'Grass' under [Shaders] in the OblivionReloaded.ini? Or are you referring to the in-game grass setting / Oblivion.ini? When I disable [ShadowMode] in OblivionReloaded.ini, the problem goes away but ALL of the shadows are gone. In OR 6.5 there is not [ShadowMode] in the .ini. So with 6.5 it just uses vanilla Oblivion's regular shadows, which is better than nothing and better than moving shadows.
The fading is not normal in OR 7.0 or 7.1. In vanilla Oblivion and OR 6.5 the grass fades in (materialized) gradually. In OR 7.0/7.1 the grass draws in harshly without fading in.

Once you let OR manage the shadows you shouldn't be fiddling with oblivion's settings anymore. tree canopy shadows must be on, grass shadows off, otherwise you will get some visual glitches. What I suggested you was to open the ingame console by pressing the key ~ and typing tg. Any kind of grass / shrubs / whatever will disappear from the screen, and you will notice that shadows won't move anymore from their correct position. This is at least what happens on my system. Then, by typing tg again you will get the grass back and usually it starts working without issues again. Regarding your last sentence, yes, I have noticed that too, it doesn't happen everywhere.
I noticed that, that disabling [GrassMode] in OblivionReloaded.ini disables the extra grass/shrubs and goes back to vanilla Oblivion vegetation.
So I just tried enabling/disabling multiple times 'tg' in console command and it didn't do anything for fixing the shadows. Disabling it was the same as disabling [GrassMode] in OblivionReloaded.ini, but unfortunately every time I enabled it the moving shadows were right back.
For now the best option is OR 6.5 (still have tree shadows, albeit not as good as 7.1 shadows but at least there are not moving shadows!). Looking forward to the next OR update!
OK... I did some A/B comparison between OR 6.5 and 7.1. without any other mods enabled. Here are my results:
I was wrong in my above post about [GrassMode]. I was also wrong about how the grass fades in on OR 7.1 vs 6.5. Both fade in normally when there isn't any other mods enabled.
The moving shadows move as you pan (look around) AND when you move (character walking). They also move on their own as if they were cloud shadows. They only cast a shadow on the grass/shrubs. These shadows do not cast on the grass textured ground.
When 'tg' is disabled in the console command it deletes all grass/shrubs. Toggling it on/off did nothing to disable the moving shadows.
Disabling [GrassMode] in OR 6.5 and 7.1 OblivionReloaded.ini changes the draw distance of the grass/shrubs. Making the grass less in the distance, BUT it gets rid of the moving shadows!
Disabling [ShadowMode] in OR 7.1 OblivionReloaded.ini deletes ALL of the shadows in the game, but it also gets rid of the moving shadows. Not really a viable solution.
Two best options to get rid of the moving shadows:
1) Use OR 6.5. No enhanced shadows but increased grass/shrub draw distance. 2) Use OR 7.1 and disable [GrassMode]. No increases grass/shrub draw distance but enhanced shadows.
So... if you want to get rid of the moving shadows, it comes down to would you rather have increased grass/shrub draw distance or enhanced shadows?
madrok: Yes, I noticed too disabling [GrassMode] circumvents the weird moving shadow quirk.
The [GrassMode] draws grass further in distance beyond vanilla grid.
Honestly I do not know when you disable [GrassMode} if the grass shader in "OblivionReloaded.ini" still works?

For instance Bevilex advises to disable [GrassMode], because (for him) it introduces stutter. To compensate he suggests upping values of "fGrassEndDistance" and "fGrassStartFadeDistance" in "Oblivion.ini".
Especially with the use of grass mods for the included diversity for foilage to appear you may want to up the value of "iMaxGrassTypesPerTexure".
Counter-intuitively, when you LOWER "iMinGrassSize" grass is drawn more dense.
1) Moving shadow quirk is only present in some of the areas and by no means all.
2) When 'tg' is disabled in the console command it deletes all grass/shrubs, and thereby the moving shadow quirk (no grass/shrubs means no moving shadow quirk). Toggling it off/on did nothing to fix the moving shadows.
3) There is no reason to disabling [GrassMode] in OR 6.5, because 6.5 doesn't have the moving shadow quirk. disabling [GrassMode] in 7.1 OblivionReloaded.ini changes the draw distance of the grass/shrubs. Making the grass less in the distance, BUT doing this gets rid of the moving shadows!
4) There is no [ShadowMode] in OR 6.5. Disabling [ShadowMode] in OR 7.1 OblivionReloaded.ini deletes ALL of the shadows in the game, but it also gets rid of the moving shadows. Not really a viable solution.
5) OR 6.5 doesn't have the moving shadow quirk.
6) If you disable 'Grass' under [Shaders] in OR 7.1 OblivionReloaded.ini it gets rid of the moving shadow quirk!! Also, disabling 'Grass' in [Shaders] doesn't affect the grass in any way that I can see and only gets rid of the moving shadow quirk. No need to disable [GrassMode] or [ShadowMode]. Great idea, weipman, to explore the 'Grass' shader!!
Conclusion... disable ONLY 'Grass' under [Shaders] in OR 7.1. It totally fixes the problem without sacrificing anything.
If you disable 'Grass' under [Shaders] in OR 7.1 OblivionReloaded.ini it gets rid of the moving shadow quirk BUT unfortunately, I found that the trees, rocks, building, etc. do not cast a shadow on the grass/shrubs. So it isn't the solution that I was hoping for!!
Conclusion... imo, for best results use OR 6.5. No enhanced shadows but increased grass/shrub draw distance. Or use OR 7.1 and disable [GrassMode]. No increases grass/shrub draw distance but enhanced shadows.

Ok, so basically last time I have disabled both and that is why I wasn't getting any shadows on grass. I disabled the grass from the ingame osd and that probably turned both options off. Now, without grassmode, everything looks fine (tbh I don't even notice the extra grass on distant cells) and it also gets rid of that annoying frame skipping/stuttering problem. Of course I cannot tune the grass height but it's something I can live with.
There's a considerable grass/shrub draw distance difference when you disable [GrassMode]. The vanilla tree shadows are good enough for me in OR 6.5. The darker shadowing on trees and shadowing or rocks and buildings is pretty nice in OR 7.1 though. The less grass/shrub draw distance is more of an immersion breaker for me. It's really a toss up.

Thanks dear, but I've always been using OSR. It doesn't totally get rid of the stuttering, specially when you install extra vwd meshes. You cannot do miracles with the Gamebryo, there will be always something not working as intended....
If you have the time, could you please post a pic which show the extra grass with grass mode on, and one without grass mode?
