Ok, reading the forums, I found myself quite some answers :
4/ ShaderModel3 in OblivionReloaded.ini needs to be set to 0 with ENB
For some reason, OR on its own seems to use Shader19 and therefore SM3, but OR + ENB uses Shader13 and therefore SM2 ?? Not really sure about that, but it's okay, as long it works as it should in game.
3/ Oblivion's HDR is enhanced by OR, so it needs to remain enabled.
1.) Memory Management is not documented yet. Alenet has to update the docs something fierce. Memory management prevents the duplication of textures in system memory if they are already in video memory. It frees up memory, essentially.
2.) If you have FPS issues and need to squeeze out a few extra frames, then sure, activate RendererBoost. If you're not using OSR it can't hurt.
