I have spent the better part of the day testing this, and I'm still not very sure what is happening, but I'll try to summarize what I've found so far.
I was having an issue with the game taking an absurdly long time to "boot" with NVR installed. That is, from the moment you first see the main splash screen, to when the main menu to Continue, Load, Settings, etc. appears. It was taking more than three minutes, absolutely nuts. It's as if the game just silently crashed, but it does manage to boot correctly after so much time.
So I started trying to pin down what was happening. It didn't happen in a test profile, and it didn't happen when I deactivated a merged patch I use. Good, I have a candidate. I tested with removing what was merged inside it, and finally found the culprit: a tweak I had made from this mod, which edits a few trees and flora statics from Vurt's Wasteland Flora Overhaul to give them the "Has Tree LOD" flag.
I've been trying to determine what about those changes makes the game take so long to load, and that's what I'm not so sure about.
With just the original "Vurt's WFO.esp" active in a test profile, the game does already appear to take noticeably more to load. I separated the tweaks to statics in different files, to see which ones make the game take more to load. Here's the link to them if somebody is interested:
The "Test Vurt LOD xxx.esp" files are statics from Vurt's mod, with the HAs Tree LOD flag turned on. Those don't appear to be so problematic. The "Test tree X.esp" files each put that flag on a vanilla tree static, and I'm thinking that's where the problem mostly lays: the more references to those trees in the game's load order, the more it takes for the game to boot with NVR enabled, for some reason.
Why would this happen, I have no idea. And there's probably more to it, or I'm missing something, I just stumbled onto this. I just hope it can lead to some solution, or at least some explanation.
